Proposed to be added within Chapter IV, Article 10, after Recommendat= ion 10 E: [NOTE: If 10A becomes 10.2, then I suppose this would be 10.3] 10.2. Apart from the proceedures established in Article 9, 10.1, 15, = 17,=20 18, and Recommendation 10 A [etc.], no compulsion, restriction, or ru= le of=20 any kind may prevent authors from constructing and defining names as = they=20 see fit. Note 10.2 In the case of a particularly egregious misuse of this rule= , an=20 appeal for conservation or suppression may be made to the Committee o= n=20 Phylogenetic Nomenclature.
