My uninformed opionion: the Phylocode is a code for phylogenetic
nomenclature, that is the naming of clades, and it has nothing to say
about species.  They are an almost completely unrelated concept
bearing only a superficial and coincidental resemblance to clades; the
PhyloCode should be silent on them (as the current draft is).
