I had trouble unpacking this re-posted version of the document too,
and for the same reason as the first time: it's encoded with a
Macintosh-specific scheme called BinHex rather than with one of the
standard MIME schemes. Some people's mailers will have dealt
transparently with this, and you'll be wondering what all the fuss is
about; but for anyone else who, like me, had trouble, I've put a copy
of this announcement up on the web at
