Yes, but I guess that the decision whether your specimens belongs to a
described species or not is yours, especially if you're working on fossil
fragments. Strictly (very) speaking, only types unequivocally belongs to
species, and even for those I believe you could use them as specifiers
without having to make species statements. So I would interpret 11.1-5 such
that you actually can name clades without making reference to
